I know Capitol Tour organises bus tours around the city, they're only 6$ and they provide an English speaking guide. The main landmarks in Phnom Penh are covered but these tours don't include entrance fees and I don't think you can really grasp any of the city's vibe if you're rushed around. You'd better pick one of the main sights and go exploring by yourself. You have plenty to choose from: Royal Palace, National museum, Tuol Sleng Museum or Killing Fields of Choeung Ek. If you're really decided on the tour thing just ask at any popular guesthouse and they'll book you a bus tour package. Try the Narin Guesthouse (50 Ph 125).
